Suite à la protestation des défenseurs de la vie privée aux Etats-Unis, le nom de l'Organisation TIA "Total Information Awareness program", a été transformé en "Terrorism Information Awareness" TIA program.
Ce programme fut élaboré par le Pentagone sous la tutelle du général John Poindexter, déjà impliqué dans les années 80 dans l'affaire de "Iran-Contra".
La mission de TIA est de collecter 40 pages par individu avec l'objectif de répertorier près de 6 milliards d'habitants. Ces fiches comprennent en outre les données religieuses, soins de santé, bancaire et professionnelle de chaque individu.
Toutes ces données sont ensuite traitées par le CAPPS (Computer Assisted Passenger Pre-Screening ) et classées dans trois groupes représentés par code couleur:
vert (inoffensifs),
jaune (troubles)
et rouge (dangereux).
Tous les voyageurs musulmans ou moyen-orientaux subissent stématiquement le code

Pétrole de paix et de miel ! La guerre continue...
L'après guerre, passe la main à la paix... chaotique cette fois, celle d'une "démocratisation" forcée de l'Irak. Bagdad est devenu un baromètre, révélateur des improvisations de Washington où l'insécurité et les pillages s'ajoutent au patchwork politique local composé de dignitaires chiites, chefs de tribu et leaders de l'ex-opposition que Washington veut contrôler.
La faiblesse des États-Unis est d'ignorer la tradition politique de ce pays sans laquelle il n'y aura aucune stabilité.
La fin officielle de la guerre annoncée le 1er mai par W. Bush, n'aura pas empêché la résistance irakienne de s'organiser et de mener une guérilla psychologique et urbaine face à l'armée d'occupation. Les américains sont donc face à deux types de résistance; l'une se compose entre autre de partisans d'al-Qaida menant des opérations de résistance dans les régions de Fallujah et Ramadi, bastions sunnites conservateurs situé à l'Ouest de la capitale, l'autre groupe de résistance est composé d'anciens membres du régime de Saddam et concentre leurs attaques dans les régions de Tikrit, Samarra et Bagdad. Cette résistance s'organise en petits groupes sans véritable structure, ce qui lui évite de devenir vulnérable aux infiltrations des occupants. De plus, les frontières perméables avec les pays voisins, ne font qu' amplifier ce phénomène.
CIA du mythe à la débâcle
L'attentat du 11 septembre fut un révélateur du disfonctionnement de l'une des organisations les plus redoutées aux États-Unis. Le déclin commença dès la chute du régime communiste soviétique qui aura tôt fait de convertir la plupart des agents dit de terrain en bureaucrates routinier. Une autre cause majeure, sera la décision en 1995 du Congrès américain de se débarrasser de tous les agents troubles au passé douteux, ce qui représentait plus de la moitié des effectifs de Langley.
Quelques faits troublants toutefois... aucun agent ni paramilitaire de la CIA ne fut dépêché ni en Afghanistan, ni infiltré dans la structure des Talibans.
Le désintéressement officiel de la CIA pour l'Arabie Saoudite pourtant considérée comme le "faux ami" par les américains, ne fut jamais inquiété, alors qu'elle représentait déjà un lieu à nidification terroriste reconnu.
La polémique aux États-Unis sur les motifs réels de la guerre continue... et à ce jour, il n'existe ni indice d'implication de Saddam Hussein dans le réseau Al-Qaida ni preuve d'existence d'armes de destruction
massive. |
